Rahat Kaunain Hassan has assumed charge of her office as Chairperson of the Competition Commission of Pakistan (CCP).
The federal government issued the notification of Rahat’s appointment on the position for the duration of 3 years.
Education & Career
She is a graduate of King’s College London from where she studied Law. She is also an LLM degree holder according to CCP reports. Her overall experience of 25 years includes 8 years in the public sector. Moreover, for the previous 7 years, she has been working privately in a Law firm based in Islamabad as a Senior Partner.
She is also known to have ‘independent dictatorships’ which include those on the boards of many listed companies such as ‘Pakistan Stock Exchange’. Other than this, she was an Independent Chairperson/Director at Pakistan LNG Limited and a part of the Audit Oversight Board. In 2001, she served as the General Counsel/Executive Director at the Securities and Exchange Commission of Pakistan (SECP).
Tenure as CCP Chairman
As per the CCP statement, ‘peak enforcement against cartels and other anti-competitive practices, with penalties ranging from Rs.7 billion to Rs.26 billion, were witnessed during her terms.’
She was actively involved in starting the Office of Fair Trading with CCP. Hassan also came up with a number of guidelines, position papers, and policies on key issues of competition law and policy.
During Rahat’s period as CCP chairperson in the years 2010-13, Dr. Hafeez Shaikh (who is the Prime Minister’s Advisor on Finance) was Pakistan’s Finance Minister.
Under Rahat Kaunain’s guidance, the Global Competition Review selected CCP among the top ‘five agencies’ for GCR Enforcement’s ‘Agency of the Year Award’ from a number of 42 agencies from Africa, Middle East and Asia Pacific.
